This patch is an improved version of the previous patch #9277.
It includes supports for file location specification in the whole razor engine. It enables templates to debug directly from visual studio by setting breakpoints inside them.

Description:
Not sure its accurate, but It seems I have found two bugs:
- In TemplateService while resolving templates, the instance from the cache is not used but the current template
- In TemplateBase, when including templates, the StringBuilder is static to a thread, making duplicate lines whenever an @include directive is used (at least with precompiled templates). The included template is writing to this static variable, and the includer template is writing again with the same string builder, resulting in a duplicate include

Note that whitespace is considered as part of the output.

This was added by me earlier to support editing RazorEngine templates in Visual Studio with intellisense support.

Altered StringBuilder property of the TemplateBase type to be [ThreadStatic], this allows the template to be run on multiple threads whilst preserving a unique output per thread.

I think there might be some problems with your current implementation of the virtual path provider, at least I had a problem, where it would not serve any resources from the web site after registering VPP with it. I changed it a little bit. See if you have any use for it
